33fps is not bad at all for your specs. Gives me great hope that my rig will run it well too. The 2k programmers did a good job optimizing the code. I only consider a game unplayable if it averages under 25 fps. (I'm not picky.)

If the drop in FPS is during cut scenes I wonder if it has to do with HDD speed. If someone could share their FPS during cutscenes also it could be an issue with just the cutscenes.
Have you tried playing with just a single 6950? Could be a Crossfire issue also.
