Doesn't mean anything, it's the first time we see "next gen" version of the game on PC so there is no comparison possible, games are running differently on consoles and PC also if it has a bad optimisation it can run horribly on a decent computer, and we can't compare to 2k11 since it's completely different.

It depends on what settings are used in low / max; if it sets Antialiasing OFF, SSAO OFF,shadow, lower resolution and more; there is a lot of settings that ask a lot of VRAM or CPU usage; that's why they say "minimum & recommended" ...
Even if i kinda agree on the point that you don't need exactly what they are asking on recomended (specially CPU) don't expect to run the game on Ultra with something a bit better than the minimum requierement
That's what kinda sucks with PC games, there is no way to tell if you'll be able to run the game with max settings or not before release, even if you have what's recommended to play on Ultra, that's why usually you see drivers or game update few days after release that fix hardware issue to give you better FPS / performance, the best exemple is GTA 4 people were waiting for it and saying "If it runs on PS3 / 360 my PC will handle it easily max settings" and it was almost impossible to run it 60 fps with a gaming PC until few months later with 3 or 4 updates
