Free Agents

I am playing my dynasty (2nd year) and i wanted to sign Steven Hunter but couldn't find him anywhere..i don't think its only him missing.

I checked the dbf and his name was missing...

Is this in the game to make room for draftees or is this a bug??

I remembered that he was in the free agents after the draft..and i couldn't find him in any team
