He was drafted in 1983, and retired in 1998(?), but I'd say 90's because he won two championships with the Rockets in '94 and '95.

Indeed he was. "Rock" averaged 20 ppg in each of his first 10 seasons. heres the stats:
1.Pippen the only SF that was consistently great throughout the 90's
2.Dominique Wilkins (90-94...)
3.Grant Hill
4.Detlef Schrempf
5.Chris Mullin
Except for Detlef Schrempf because (I might sound an idiot but...) I have never seen him play...
