You're kidding right? Theo Ratliff is one of the worst defensive bigmen in the league. Just because you're a shot blocker doesn't at all mean that you're a good defender. He is the easiest guy in the league to post up, he doesn't put a body on you in the post, he just jumps and puts up his hands. Theo is widely considered a TERRIBLE defensive player.

It's mostly b/c #1) He's not a big name #2) He's been on bad teams, and #3) He get's injured a lot.
Theo Ratliff is a great weak-side defender, a good man to man defender, but his defensive weakness comes in his rebounding ability.
