[Tool] Jersey Color & Type Editor for Nba2k16

I made a simple jersey color and type editor so you can edit team colors, socks colors, headband color, shoe colors, jersey type, short lenght etc. I couldnt find what some colors indicate. If you find them we can add the description. Please test and give feedback.

Great work on these utilities! It's great to see new resources for retro (relative to today) modding.
