Modding attributes past 99

I've seen people with mods or something that makes it so attributes go past 99. im trying to do this in offline and put it one of my rosters. what mod do i use to mod attributes past the normal limit? is it just file editing?

same, i think its because of paid mods but im not sure which mods allow it.

This is considered hacking\cheating and not the sort of mods done here
