You need to download 7zip to open the global file. Since you're new to PC you probably should go to the below link so you can get the basic principles of modding.

I use winrar to extract files and you can edit the global.iff (where you put the camo files in) by double clicking it then saving it on the winrar and extract to 2k19. 7zip is practically the same but winrar can do it if you use that to extract mods.
