I've been wanting to do a Wayback Wednesday feature on it for a while, but the short of it is, it's alright. It's got a lot of flash in terms of play-by-play commentary and a couple of other features that weren't common at the time, like separate full and 20 second timeouts. The graphics are alright too, appearing less blocky than other games that were entering the 3D era. However, the gameplay is just OK, lacking in depth and realism (pretty much everyone dunks, albeit not NBA Jam-style or anything). It also has a buggy and cumbersome roster management system, features 1996 rosters in a 1997 setting, and was missing the usual holdout players (as well as Shaq, who was exclusive to NBA Live 97).

It looks kind of like this one NBA mobile game that was around that's gone now. Don't remember the name, it was the one after In The Paint was around, and released by like Kicks6 or someone.
Seems like there was a LOT of NBA games back then. Now it's pretty much dominated by EA or 2K

There definitely used to be more NBA licensed games back in the day. For a long time, NBA Live was the only game that came out every year, but quite a few seasons saw the release of up to four or five games (and in some cases more, especially if you include arcade titles).
