I got my 2k15 for $10 from Goodwill, I'm just glad none of that money went to 2K.

I tried that as well and I can't see any difference. During games I have 60FPS but it feels like game is in slow motion. Game is not laggy, almost everything is smooth but players movement is really slow. Maybe that's connected to VSync - I had to turn it off becuase game is crashing. When I watch some videos on YT it doesn't look like player movement is so sluggish - it's ok but in my game it's just horrible. It takes ages for player to accelerate. Pick&rolls and crossovers are delayed.

I just wanted to separate the two kinds of issues being mentioned in this thread. One is the game running at 60FPS but with noticeable stuttering and hitching, and the other one is the game running below 60FPS consistently.
To recap the workaround recommendations so far, looks like Fullscreen Windowed helps with the stuttering at 60FPS. Lowering the crowd quality setting appears to make a difference for people that can't achieve 60FPS consistently. Turning down Supersampling to the lowest allowed setting also helps.

Maybe I'm paranoid with all of the other issues, but I've almost felt this as well. I can get steady 60 fps (save for when near the baselines) at bare minimum settings, but the game almost feels slow and not quite responsive enough, especially when I watch console footage for comparison. I don't know if it's related to performance or me not being used to the new foot planting/controls yet.
