Edit Doris Burke...wont import

Hey!
I have tired to edit the Doris Burke photo, but it won't import. Open it with 2KXXX Mod tool, export to dds....128 X 128, import it, but won't show up in game.
I have done other thiings with this sequence, faces, floors, etc. But the doris burke photo wont show up in game.

How is this done?
