why is the ability to change player accessories and attributes locked in live 08 and 09?

I remember the devs saying that a graphical bug would occur whenever a player's accessories were edited, so they locked them. I thought they fixed it for 09, though.

I'm pretty sure they unlocked it in 09, except for headbands and as far as I can recall that was addressed by the official patch. It's been a while since I edited accessories in 09 though.

I think I have noticed the graphic glitch on the headbands in 09. It shows different colors at different times and sometimes a weird mixture of them.
