When you assign training time to a specific player, your assistant continues to train the entire team but places focus on the selected player. Thus, the selected player has the best chance of seeing improvement. That's why you'll still get PDA notices about other players improving even though assigned time to another player. If you have more than one assistant coach you can also focus on more than one player (one coach to one player).

If I remember correctly then the PDA notices are from your assistant head coach (I think that's why he has a 'development' rating).

I wouldn't advise training only one player during a season. It's best to train players who you want to keep for a longer period. I usually train one player for 2 weeks, then train someone else for 2 weeks. If you don't train a player then his ratings might drop after the season. J.R Smith lost his highflyer ability after one season because I focused on his offense and defense and not athletics.
When training always focus on the area where the player is the weakest. Dwight Howard for example is a power player and an inside stopper so you want to focus on offense (who knows, he might develop a killer mid-range jumper in a few years  ) but don't forget defense and athletics.

i simulated through 4 years of a dynasty with the Blazers. Martell Webster started at 71 overall 70's in FG and 3PT, and about 85 at FT. I trained him for 4 weeks with one trainer who was A+ offence and specialty shooting. After 4 seasons he is 87 overall and 99 at FT, FG, 3PT. and he is only about 23 years old. certain players do not need training to to develop, unless you want them to really develop into a superstar. after 4 years of 0 training with ROY, he went from 72 to 78 and is now a star aoutside scorer, LaMarcus and Randolph have also improved a bit in the overall stats.

So my style of development is to stick to one player, but it is your own choice

Players still develop year to year according to their hidden DESTINY attribute. Training during the season allows you to see some improvement throughout the year though.
