When I go to GM>Team Contracts and look at their Salary(im in dynasty mode), when it says for example 11.23 for 2 years, does it mean they are:

a)getting paid 11.23 each year or
b)11.23 for 2 years?

I'm not sure but I believe its the total money divided by the years.

That means....

11.23/2= roughly 5.62 a year (rounding up)

Yeah that makes the most sense because its the salary, but I scanned through some teams and a saw Chris Webber having a 1 year-23 million deal...its confusing for me because I'm trying to see how much the best players in the NBA gets paid because my best player on my dynasty team contract is running out and I want to see how much cap room should I try to make.

to resign a player you dont need cap space you only need it to sign free-agents.

The Player Contracts screen displays the current annual rate the player is being paid (ie his salary for the current season) and the number of years remaining on the contract. So if a player's contract details are $5 million/3 years, he is signed for three more years at a rate of $5 million per year.

Also note that some players have contracts that will increase in value each year by default, while you are also able to sign players to deals that are frontloaded (higher salary in the first year, decreasing after that) or backloaded (salary increases each year) when negotiating with players.
