How to create another Oscar Robertson/Jerry West?

They are outside scorers which can only do runner, clutch and turnaround J only, can somebody tell me how to make my Hamilton another 'shooter-outside scorer' like them?

Also, there is an old 76ers Jersey, it is white and red (the one which Wilt Chamberlain wore). How to get it? I like it so much.
