Yes, that feature's still in the game. The opportunities will come along when your GM rating is at its lowest (-100) and "your services are no longer required" or when your GM rating is at its highest (100) and you start attracting attention from struggling franchises in need of your expertise.

You can get a GM rating below a 0?

Before you roll your eyes...yes, you can. You start off with a rating of 0 which is in the middle of the bar, a neutral rating. Poor management (not scouting or training) as well as losing can give you a negative GM rating...which makes sense since the "team owner" has a negative opinion of you. ;)

It's actually pretty simple. If your team does not suck totally and your completing the necesarry tasks (e.g. constant training and scouting) you will get an offer. I get an offer from another team nearly every season.

lol no wonder my rating is only 36 after winning the Finals and having the 2nd seed in the East.... i never scouted because, by the All Star break i was 40+ and 9

and i dont draft a scout because i usually scout them myself by playing with them before deciding to draft them or not

Exactly; you've probably got a high GM rating so you'll get those offers. Likewise if you're fired as a result of having a very low rating (especially the worst possible rating) you'll get the opportunity as well...but the offer won't be as good. At least that's been my observation in trying out all the scenarios.
