What program edits .act files?

I'm trying to edit the aiact.viv. I've gotten the .act files using BigGUI, but don't have a program that can edit the .act files. What can I use?

you can use any text editor such as Wordpad or just as simple as the Notepad

I opened it. Looks unbearably confusing. No idea how you do it, man, but I'd love to lend my opinion towards making your aiact.viv even more realistic for the community
