Quetion about the roster

I have 13 man line up after my first season in dynasty.

i started the 2nd season, and i wanted to sign another player.
BUT, it said theres no spot for him. i thought its ok to have 15 man lineup?

It's a known bug, it sometimes comes up instead of the player rejecting the offer or the offer violating salary cap rules.
