Turning down block percentage

Is there ANY possible way to turn down blocking (via dbf editor)? I'm not really against the whole thing but it annoys me a player hits it too hard and the ball goes out of bounds. Then I'm stuck having to watch another cut scene.

There's no way to edit the blocking physics in the game. You could reduce everyone's ratings so it's harder to block shots, but that's about it.

does nba live have a ini file tht controls the physics of the ball? i remember whn i played fifa there was a ini file that ppl edited and changed the physics of the ball.... don't know if there is file in live tho....

As far as I know, there isn't a similar file in NBA Live 2003.

look the best possible way is to reduce all rating to 50, then the tall players who would normaly block will block and it wont go far and the shor wont block as many at all

There will still be some exaggerated blocks, and it's not a suitable tweak for Franchise Mode, since it greatly reduces the overall ratings, especially for post players with good blocking ratings.

i've seen some ini files tht are in viv files in the directory... but i dunno if any of them have anything to do with physics... ive seen one called ai......ini in the file.... maybe it has something to do with the way the cpu plays? maybe it would be possible to edit that and make a more realistic game?

I don't think it's possible to edit those ini files within the viv files. I think if we want improved gameplay, we'll just have to wait until NBA Live 2004 (or go back to an older version of Live, as preference dictates).
