How to add shoe patches?

Dahl, I'm attempting to edit shoe names in my game. I tried downloading the copy of NBA Locale Editor through the link in your Tut, but it appears to be a bad file. Any other way of doing it, or an updated link that works?

You wouldn't happen to know why I'm not getting the additional shoes to show up in my game from Saraphe's 18 patches, would ya?

I'm extracting the files, fine. Moving the .fsh and misc~ files into my SGSM folder. Then I'm moving the local.eng files into the LOC folder, overwriting it with each download (this may be a problem, and if so, what do I do instead?), and doing the same with the .dbf files.

Any idea what I'm doing wrong? First day with Live 06, or any PC game for that matter.
