Tweaked Rookies In Franchise

I'd like to start a franchise with DK's rooster but I need to tweak the rookies ,too.
Is there an other way to tweak them or must I change every player rating with DB Commander myself?

Could I change the source, from where the computer gets the information, how good the rookies should be?

Your first question has been answered before, please do a keyword search.

You cannot change the projected draft depth, but you can edit any player's CAREERPKG after you proceed to the next season. Before the draft, there is no way to edit rookies that will be available (unless you are adding your own - see jwin's post on how to do that).
