loading time problem still effecting people?

I have been gone for awhile and I see that some people have making jerseys and changing the court colors etc,etc. I stop plaing the game because I could not install patches. Has someone fix this?

what do you mean you cant install patches. Did you enable the custom art 1. If not then open your main NBA Live 2003 folder (usually located at "C:\Program Files\EA SPORTS\NBA Live 2003"). Find the file "xstartup.cfg" (it should be in the folder "NBA Live 2003/main/cscripts"). Open it with Notepad and add the following line at the end:
customart 1
