how to increse the FPS (frames per second) Without lowering the Details???

Absolutely nothing.
Your rig (if that IS yours in your sig) is awesome and should run this game excellently. The only thing I can see that's not up to date is probably your directX version and your catalyst drivers. DirectX 9 is released now and the newest version of Catalyst is 3.0.
The only other thing I can suggest is overclocking your P4, which would yield an increase in frame rate for sure since your radeon 9700 pro is a verrrry nice graphics card. DDR ram couldn't hurt as well..but I doubt any of these will affect your frame rate by that much. You should be happy with ~13,000 3dmarks.
