Adjust points cap to prevent signing stars for minimum?

Hey. At this point I"m willing to give up using real money--I'm content with points as long as the cap works semi-realistically. Not like it is now, where starts don't resign, then no one is under the cap, and they go as free agents to be signed for the minimum by the PC.

Has anyone developed a new cap system that can retain the crappy points, but at least have them correspont reasonably well to the points system?
