Try lowering the resolution of the game and/or Windows

Try setting the refresh rate to 60

Are you still using drivers for your old monitor?

Do you have the latest video card drivers?

Do you have DirectX 9?

NBA Live 2003 does not use the Windows refresh rate, it seems to use a refresh rate of 60. In order to get a decent refresh rate in the game, I have had to enable the Direct3D refresh rate override option in my Detonator drivers.
