what is the difference between user and cpu?

When set to user, timing and user control determine the likelihood of making a shot. Ratings still come into play, but just because a player has good ratings does not mean he will make the shot if you do not release the shoot button at the right time (ie. at the top of the jump). When set to CPU, it doesn't matter when you release the shoot button, the player's ratings determine the likelihood of making the shot.
