and in my case accessing the folders on my slows down and due to the os. windows 10. if your on 10 it could be that. i think the reason there is it indexes more than the older os's did.

Not exactly. The problem is with my hard drives, so you'd think the solution would be to simply get new ones. The reason I'm confused with that is that the problem happened with both hard drives (an SSD and my regular HDD) at the same time. The maximum speed is so slow that even opening folders takes several minutes, and of course that also ruined it's ability to run games because they crash whenever textures try to load.
My absolute last ditch effort to fix the PC is to reformat and re-install windows from scratch. I'm very doubtful it will work though.
