I agree. With all my settings left the same (except for Vsync settings, that I will explain bellow) (my settings and system specs can be found here: viewtopic.php?f=163&t=99743&p=1817346&sid=08d7fd5a835a55249445239c964291ed#p1817346) the game feels smoother.
With Vsync On, Dynamic Vsync On cutscenes and replays are limited @30fps, but then again in between quarter highlights are fluid.
However with Vsync On, and Dynamic Vsync Off cutscenes and replays are limited @60fps and look much better than before and game is much more fluid





By the way, with this latest patch Supersample settings are gone from the video settings, at least with Nvidia GPU.
Play calling icons are back and so is the hand-off icon.
So, Leftos, you could say stuttering is almost gone, except for the in between quarter [b](from 1st to 2nd, from 3rd to 4th) highlights (except highlights @halftime which run just fine @60fps), which seem like they are not even meant to go over 30fps, since its a rather odd looking stuttering which looks more like a slideshow and not stuttering of Dynamic Vsync is left OFF.
