Stuttering gone!

I don't know if this helps someone but my stuttering during cutscenes is gone. I enabled dynamic vsync and also set the buffer to 1 instead of 3...now the cutscenes are capped at 30 FPS but there is no stuttering. The actual gameplay is in 60 FPS. Everything looks and plays great. :)

Which video card have You got? AMD or Nvidia?

Nvidia or amd? What kind vsync you have in nvidia control panel or catalyst control center? Do you also have dynamic vsync enabled "outside" the game or its just regular vsync with tripple buffering ON?

AMD R9 280 OC 3 GB. I do not change any catalyst center settings so I set everything in-game.

Thanks. Your findings gave me an idea how to apply same idea to nvdia cards and I have now solved stuttering that I still had in nba 2k16 with in between quarter highlights and some cutscenes. NBA 2k16 problem is that some settings in nvidia control panel like vsync, supersample, pre-rendered frames mess up the code, therefore for the best performance its best to leave the settings "Use the 3d application setting" and max out everything in the game. Hell, now I am even able to max out the buffer count to 3 and I have not stuterring in game whatsover.

Will try this. I have an R9 380 Nitro and i am having 60 fps during gameplay and it dips down to 40-50 when in cutscenes, replay and the like really annoyed by the stuttering.
