Here's the latest nvidia control panel and in game settings with which I have stutter-less nba 2k16 pc game.
The latest trick that solved the choppiness/stuttering for in between quarter highlights and some cutscenes and intro's was Vsync settings ("Use the 3d application setting" in nvidia control panel and On for vsync and dynamic vsync in game) For further experiments with frame count amount, type of anti-aliasing and so on make sure you have the maximum amount of options in nvidia control set to "Use the 3d application setting" and then play around with the in game settings. To put it in simple words - the game code "dislikes" outside settings -> it seems like the game was tested on a gpu/driver with all settings set to off and/or to "controlled by 3d app", since magic happens
if you are not forcing things.
Edit after 2nd patch in respect of the Vsync/Dynamic Vsync saga:With Vsync On, Dynamic Vsync On cutscenes and replays are limited @30fps, but then again in between quarter highlights are fluid.
However with Vsync On, and Dynamic Vsync Off cutscenes and replays are limited @60fps and look much better than before and game is much more fluid with Dynamic Vsync Off, however with Dynamic Vsync Off, in between quarter highlights are back the slideshow mode (choppy and stuttering all the way), but since I don't care so much for the in between quarter highlights I am leaving Vsync On and Dynamic Vsync Off.
Edit after 3d patchAfter the latest (3rd) patch the game runs smooth as butter with all settings maxed out and there are no tricks to be applied if you run the game on a decent cpu/gpu, except for the Vsynd and Dynamic Vsync thing (that trick still is necessary

-> Vsync On, Dynamic Off to get 60FPS even in replays).
The latest patch has solved stuttering at the beginning of the game when random players are being shown and the now with Vsync On, Dynamic Vsync on in between quarter highlights run @60FPS
(no more slideshows or limitation of 30fps) Already after the 2nd patch and not broken in this latest patch (3rd patch) the buffer count setting is fixed, so that will be basically the only change I am making (up to 2nd/3rd patch buffer count @3 would not work well with Vsync On/Dynamic vsync Off, but now @3 it works as it should

Worked for me too for the gameplay part, some cutscenes still stutter, random ones at the beginning of the game or during timeouts. Also when the ball is in transition, there is a frame drop, no matter the speed of the transition. No stutter though.

Tried this tweak, but for me don't work.
The cutscenes have crazy stuttering, but also for gameplay part I have stuttering.

Okay, I have experienced some stuttering problems in menu (when creating player for my career or in some settings). Can someone help me setup my video settings?
My computer configuration is
AMD athlon (II) x2 250 processor 3.00ghz
3gb ram
ATI radeon 5670hd

Definitely going to need an optimization patch among other things. I have an Nvidia Titan X and still get occasional fps drops.

I agree. I aslo have a Asus GTX titan X and is seeing frame rate drops. Hopefully 2k release a patch for this next week.

Made an update on the settings in the first post. Newest trick that at least in my case improves fluidity during the gameplay is supersample settings. For some strange reason from today in game Supersample setting made by game stuck at the first screen (its just would not boot any further). So I changed it to 0 in VideoSettings.cfg and forced supersample in nvidia control panel to x8 + I even enabled DSR @1,20x with 33% smoothness and the gameplay still is stutterless. Changing the Supersample to 0 in game also solved the issue of passing icons being scatter around the screen. (Y)

Oh there is something new, in the config file, the supersample is set to 0. In game though, the supersample is set to 1. If I set it to 2 or 3, then save the settings, it saves just fine. If I set it to 0, save, and then come back to the video settings, the supersample is again set on 1

Same here, I think that V-Sync can't be on and superslame 0 at the same time.
Edit: Hmm, maybe it doesnt, I tried everything, its 0 in the file, when i put it 0 in the game, and come back to settings it istant change to 0.

Tried with and without read on.

Finally, after going back and forth with all sorts of variations with in game and nvidia control panel settings I now how stutter-less nba 2k16 pc game

Updated the first post with latest settings and findings.
I hate Mondays, the stuttering effects in between quarters when highlights are being shown are gone now

Edit: I can see a big difference indeed. The feeling that the players' movements during cutscenes were "dragged" is gone. The new fix doesn't solve everything for me though. There are still some FPS drops during some cutscenes and the usual fps drops in-game when a team is approaching the other's team 3 point circle.

Unless 2k patches it somehow its best we can do. Since with this latest mix of settings cutscenes have constant 30fps and gameplay has 60fps, so the fps drops/stutterness that you might notice are only due to the fact that the game is constantly changing from 60 to 30, from 30 to 60, so its rather explainable. Limting/setting off after basket cuts should improve overall expierence.

Just found this thread after starting my own:

Could someone lend a hand by posting both the NVIDIA Control Panel Settings I should use as well as the in-game ones. Right now, my FPS during gameplay is about 40. Is there anyway to improve and play at high settings?? Should I consider changing my GPU (if it's even possible)?

I noticed that if I play on similar settings that worked for my system on NBA 2k15 I can get the frame rate to be less choppy by switching the camera angle.
On Skybox and on 2K I experience the least lag. On Broadcast during the pan motion after a change of possession is where I experience the most lag. I have an Nvidia 2GB 660t video card with an i7 processor from 2011 and 12GB of memoire

I have a similar setup on my mobile rig and have noticed the same thing.
