You mean "3.4 GHz Quad Core" right ? And "NVIDIA Geforce 560 Ti " 1Gb or 2Gb ? If it's 2Gb you're fine, you have what they are asking in recommended

Your processor is better than any AMD.
I know this because I saw everything on the internet analysis, and also because I myself have tested (fx4100, fx6300, fx8350, fx9370, and almost all models of i3, i5 and i7), I have hardware company here in my country (Brazil).
So rest easy with your i7 2600, may even charge me later if he does not run nba 2k15 max.

I'm pretty sure you can run the game at low. Don't take my word for it, though, but it does seem to be the very minimum of the requirements, so based on that, low.

I'll say low, your graphic card is exactly what they are asking for minimum (512 mb; dx 10.1), you have a better CPU & more RAM so i don't know ... if we'll be able to use personal settings you might be able to play with a mix of medium and low settings but might be wrong
