If 2K releases patches regularly for 2K15 we will be blessed but older video cards is at the end of AMD/NVIDIAs priority list for driver optimizations. What is your PC specs, I can't find any posts where you mention it. I don't own a high-end PC, not in today's standards, but I know what underestimating and overestimating is. In general people overestimate the NG consoles especially in the CPU proportion. But you seem to be overestimating a Dual-Core CPU, and video cards that are a decade to a half old.
The one thing I agree with your posts is that people should wait for the game is released before upgrading. AMD is close to releasing their Tonga Pro (R9 285) and Nvidia with their 800 series. Haskell E and Broadwell is also estimated to release some time this year/early next year. Unless you find a crazy deal on current hardware waiting will reward you with price drops on the current generation of hardware.
I don't think you'll get a clear answer, i tried explaining why consoles and PC are different, all i got as an answer was " YO I KNOW WHAT IM TALKING ABOUT, next gen doesn't mean *** ,the game is just 2k12 with better textures, i played it on PS4 i know what i'm talking about! " that's kinda funny to hear "I studied what changed" by playing a game, feeling like a boss using cyberfaces & ENB on PC ... Just seeing "DirectX 11.0" in recommended requirement show that the game is way different than next PC version and showing you'll need more than the minimal spec to play ultra but whatever ...

but Comparing 2k11 and 2k14 NG... that was the point when i stopped listening...
he talks if Next Gen 2k only is a slight upgrade in player texturing... If that was the case modded PC 2k14 would look way better than X1/Ps4!!
Its way more than way better Textures, the Crowed is high res for the first time,the Lighting is way improved,there are more Physics calculations going on(spinning Ball ,better Cloth simulation etc) Extremly Detailed Facial Animations for every Player etc
Its correct that many overundestimate Next Gen,thats true.. you dont need an uber-PC to Play PS4 Games decently, a good mid Range one is enough
but he is making it look like if you are slightly above the Min you will get Next Gen or Better Look and Performance, thats hilarious
Dual Core,2gb Ram,Directx10.1 Card.. thats basically a 10yo PC, that is no where NEAR enough to get great graphics out of a PS4 Port..
one has to understand that if you want at least PS4 Graphics you need at least simillar Hardware as a PS4 if not a bit more because PCs cant focus only on the Game like a Console can!!
so you NEED a Directx11 Card and 4gb Ram and a solid CPU(PS4: 1.6GHZ 8!! Core CPU, 4gb DDR5 Ram, Radeon 7850),otherwise you wont get anything near the Screenshots, thats the hard,brutal truth
