Arena Lighting

When editing stadium lighting do I edit this or do I hex edit

The arena lights...as you can see the barclays center light is different from MSG or Staples Center.....you can see on it seats or stadium structure like stairs. We're just wondering if they use static lights maps or if lights is shader controlled...

Thanks Jao...I'll try to make them darker....

EDIT: If I try to export the texture I can't unfortunately open them with GIMP or Photoshop...any idea?? (I'm on Windows 8 64-bit and I've exported them via Mod Tool)....
