Because of 2k coding and your graphic card. All scoreboards (even 2K default) are left orientated for those ppl who experience such problem, just maybe you do not notice until it is small and in the right corner.
When you see the scoreboard left orientated just ALT+TAB to desktop and ALT+TAB back to the game. For me it works.
This is resolution problem and not scoreboards problem I believe.

P.s. I see the picture is takne at MY PLAYER mode. I never ever tried this option and not tested there, but it should not be the case

text "NBA TODAY" is an image. It can be changed. As a rule, ESPN broadcast just 3 days per week (Wednesday, Friday, Sunday) with corresponding text NBA WEDNESDAY, etc. If they boradcast something on other days, they write NBA SPECIAL (NBA Christmass special, etc.).
So.. finalizing answer to your question - any text is possible on the scoreboard, but you have to understand that it would be different newscorebug.iff files and you will have to replace them manualy.

Ok, used the color version. I thought we were going to have to manually do all the logos, so I was wrong. It looks simply amazing!! A few items, though...
-- The top pop-outs for Fouls. Can you darken the shaded box they're in? It's difficult to read the text sometimes, and I think if it were darkened the way the image 'NBA on ESPN' is, it would be easier to read.
-- The bottom pop-outs for Stats. They spill off the bottom of my screen sometimes, and look, at best, so so. I know you said there was no way to properly edit them due to not being labeled and having to wait for them to show in-game, etc. Is there any way to just make them blank so they don't show up at all? I don't care to see if my player is 3/8 from the floor, etc. I can do without it. At the very least, can you again, darken the box as I described above, and maybe make the font slightly smaller, so it doesn't go off the bottom of the screen?
-- Last 10 Game Windows. When the stats show up, for example, for the Top Rebounding SG over the last 10 Games, it is overlapped by the scoreboard. Can this be edited? Given the ESPN look and moved so it doesn't get overlapped by the scoreboard? Again, if not, can it be eliminated completely? I'd rather it not show up at all than show up looking weird.

This ESPN scoreboard is truly incredible. Looks picture perfect and functions beautifully. Great work.

I am sure you will not extract layers from *.dds files and you will not be able to edit text NBA ON ESPN nicely because you need raw files to do it.
I will create NBA monday tuesday wednesday thursday friday saturday sunday special... will post it here... sry will not be done today

For beggining (later probably you will understand more and will be able to do it on other ways) when you in the game (it does not matter in the match or in the main screen, but all starting settings have to be loaded already) press ALT+TAB (go to desktop) and copy newscorebug.iff to S..Users..Your Name.. AppData..Roaming...2Ksports...NBA2K13...Online data...

Be sure you do not have "Download" folder directory in "Online Data" folder ( this is my experience, for other users it might work differently).
So place newscorebug.iff right into Online data folder (you should be asked for overwrite, press YEs.).
If you did not receive message "Overwrite...?), that should probably mean you are not online user (not sure about that), therefore you have to put newscorebug.iff to the main NBA2k13 folder (usualy at c.program files..2ksports..nba2k13.. (you will be promted for overwriting 100% there, press yes).

Put all ESPN logos (not a folder, but 32 logo files into the main nba2k13 folder (overwrite? -yes).

1) Violation box - you call it "pop out Fouls". This is 3D item, so everything is very complicated. I managed to redraw the main shape earlier for it and forced (actually intentionaly damaged at "Diffusion colours" to gain such effect (I believe computer still read and understand it like 3 layers black+white+black with no transparency). It is difficult to descirbe for me actually...

Here is BLACK VIOLATION PANEL for you. Can't make it transparent right now, maybe later when creating FOX. Repeating once again - there are no image files in this area, just 3D shapes, I can't do miracles here.

Regarding slideout texts ... this is very very difficult. I will try fix as promissed, but it require some time.
I will try to disable slideout texts for you and will post it here (will not be availbe as "Released download", just here in the forum). Estimated time +/- 24h (for disabling - it will take maybe 5 min., but can't go for it right now)

Regarding the compliments about the picture... I am not happy with the main texture, probably will need to polish for v1.1. Also I am limited for this scoreboard to 512x512 image size (for other scoreboards I can use higher quality pics)

Yeah it's really a beautiful scoreboard, to be honest. Looks spot on. I'll be using it, unless erixxx puts out a new TNT scoreboard that works with all the other in-game score/foul/etc. panels.

I can make it in dds with photoshop, but I dont now how I can move letters and numbers... Can you help me?

You can't use yellow parts in the image, because it is impossible to place text on the main texture. Texture is always on the front.
So basically you have 1-Liga Endesa, 2-Timout bars.
Sorry, but you have no chance to produce this type of scoreboard from this point where you are right now.

The only way how it could be done - same way as TNT 2013 is working
