How can i play with a friend online (pc)!?

As far as I'm aware, there isn't a facility for that outside being in the same Online Association as a friend.

also, why my matches in association delay? it is because there are 29 games ?

Are you talking about lag during gameplay or delayed games in the schedule? If it's the latter, that's probably just how Online Association works.
