Draft picks with high trade value???

I heard that some people get high value draft picks. For example if you play with the Wolves your '12 1st Round Pick has 4 stars because the Wolves are expected to be weak in the season and will get a higher spot in the draft. My question: HOW is that possible??? I never had anything higher on a pick than 0.5 stars.

You would also have to continue to perform poorly. The better your record, the lower your draft pick, thus if you're winning games your pick loses its value.

I guess I figured it out, the value for a pick goes up after the draft lottery. I thought you might have High value picks already at the beginning of a season, but i guess you will hace 0.5 picks for the whole season until the lottery, right?!

It would go up at the Draft lottery if it's a high pick because that's set in stone but during the season when winning moves you down the Draft board, the value will be lower.
