Derrick Caracter and Devin Ebanks are both 6'9
But Ebanks can use guard's dunk package(not only Ebanks but Odom [6'10] and Hakim Warrick [6'9])
also when they perform a standing dunk
How to make Caracter or other 6'9 player using the guard dunk type?

It's a pre-set thing.
This year, edited players and created players (outside of My Player mode) can only use dunks that the game deems appropriate for their height and position, unless for some default players which are pre-assigned their designated dunk packages by 2ksports. This is the same reason why default Scottie Pippen has a ' big forward' dunk package (that is, his own, 'Pippen' dunk package which 2ksports from some reason lumps into a 'big forward' dunk package), but if you edit his dunk package then you lose access to his 'Pippen' dunk package unless you change his position to PF.
This approach is a step back from last year's game, IMO.
