XnView Shell Extension Setup v3.10 (for windows explorer)
It´s a shell. You right click on the file and you will be able to select between different formats to convert. It recognizes DDS. I´ve just tested it.

I´m using Photoshop CS3 and CS5, same problem...
I think it´s about .dds proportions.... i made dornas for BULLS...work perfect...(bulls uses 2048x128).... i try with Celtics (2560x128) and Heat (1536x128) and .dds not saving the file.... i have no option to save textures.
I test here, with 1024, 2048 works perfect....

I think only 128, 256, 512, 1024, 2048 works.... other proportions you be unable to save...
.DDS file open normally with photoshop, but you can´t save.... if Modtools not support PNG or BMP files, we are in trouble this year...

Probably they could be hexediting too. I mean after files are decompressed textures are available. So with hexedit you can get texture, edit and then paste it back to the decompressed file.
