Also nearly every turnover is the result of a steal In the NBA about 1/2 of them are. It looks like you are making some progress. I have a few ideas that might help in these areas.

This game really fails when it comes to fouls. All fouls other than shooting fouls are called WAY too rarely, even with the sliders maxed. So you will have to do the best you cal with stuff like loose ball fouls, illegal screens, offensive fouls, and so forth. I'd definitely put the "Commit Fouls" tendency for both User and CPU to 100. This will result in you having way too many shooting fouls so you should lower that slider by about 15-20 points. Also raise every other foul slider to the maximum.
Even if you do this you still will sadly not have even close to a realistic number of any fouls but shooting fouls... but you will at least come as close as you can on those. So how do we get more non-shooting fouls? We raise the "Go for On-Ball Steals" tendency to about 70 or so. This will make players be more active in taking swipes at the ball. With this slider raised you will get some new animations, including one where a guy almost gets a clean steal but is whistled for the foul instead. By adjusting this slider you will make there be reach-in fouls pretty regularly, both by your AI teammates and the CPU, and with careful adjustment you can get it to where a realistic proportion of the fouls are non-shooting fouls (about half in the NBA). This will of course also result in more steals so you have to tweak "steal effectiveness" down to get steals back to a realistic balance with the fouls.
The other issue, and probably the harder one, will be turnovers. In the NBA turnovers break down into steals, bad passes, ballhandling errors, and offensive fouls, and violations. In NBA 2k11 the latter three of those pretty much NEVER happen. The CPU will NEVER EVER, for example, be called for traveling, even though it happens occasionally in every NBA game. Likewise offensive fouls are basically not in the game until the patch comes out. So basically you have to tweak pass accuracy to where enough turnovers sail out of bounds, making it so that teams average about 16 total turnovers and 8 steals.
