No exception as far as I'm aware. He was a second round draft pick, so he's not bound by the rookie scale at all.

They were already over the cap. They signed a player whose draft rights they owned.

Yes.
The team can sign their own draft pick even when over the cap.
A team can also sign FA even when over the cap as long as it's a minimum contract or with the use of exceptions (MLE).

Question: Is it a foul on Player B when Player A jumps to attempt a layup/shot and Player B just passes by like from left to right quickly on Player A's path while Player A is on the air but Player B doesn't make any contact with Player A?

In all fairness to Wade, most star players who spend a decent amount of time slashing to the hoop get those calls. Kobe, LeBron, even Gilbert Arenas was getting some really generous calls before his two injury plagued seasons. Beyond that, the offensive player tends to get the benefit of the doubt anyway and - just to play devil's advocate - officials don't have the benefit of instant replay on every single call. Even in the best case scenario, the illusion of contact is going to get some whistles.

I believe that's an entry in a fictional logo contest. It's not among the Sportslogos.net's listing of Hawks logos.

That logo looks familiar, I think Andrew is right in saying that it's from a contest. It reminds me of their red alternate jerseys. I wish they would go back to the color scheme they had in the Pistol Pete days (light green and blue)-- there are too many NBA teams with red jerseys now-a-days.

Seems to be an alternate take on the logo they adopted in the mid 90s. I'm pretty sure it was for an online contest a few years back, before they adopted new colours and jerseys.

Here's a random question. Should Kaman be considered as European player or american? And I think he's a center but he played a pf this year behind Camby. If the coaches were to vote for him for all star, will they be allowed to vote for him as a C?

For what it's worth, Wikipedia describes him as American-German which I'd say is accurate considering he was born in America but took out German citizenship so that he could play for their national team. I don't think you could consider him a European player in the strict sense given his place of birth.
