How to change number place on jersey?

your welcome.
REMEMBER!
after you decompress, open the iff editor, then open the "file" that you decompressed. not the two bin files.
then after, you save the file that you want to edit, i suggest you save it as .png . then after editing, drag the file that you
have edited to the iff editor program.
after it says something you can't understand, go back to the file that you decompressed then that's the finish product.

Is there a tutorial on how to DOWNLOAD the iff editor? Cause every single link I click gives me:
