I'm assuming you've got the game installed to a folder other than C:\Program Files\EA Sports\NBA Live 2004. There's a simple solution:

1. Locate the updated salary.ini file installed by the roster patch. It will be in C:\Program Files\EA Sports\NBA Live 2004\felogic
2. Locate the folder where you installed NBA Live 2004 (eg C:\Games\NBA Live 2004)
3. Move the salary.ini file to the felogic folder in your NBA Live 2004 folder (eg C:\Games\NBA Live 2004\felogic).

Zilva, I'm not exactly sure what you're asking, but you understand that the NBA cap is a soft cap, right? That means teams CAN go over the cap to resign their own players, to sign rookies, etc. It's just that teams can't sign free agents (unless for special exceptions) and have trade restrictions when over the cap. About 25 of the 30 teams are over the cap most seasons. Teams like the Knicks and Blazers are almost double the cap.

Sorry if this post was unnecessary. It just sounded to me like he didn't understand why some teams have total salaries over the cap.

It's possible, but I know if salary.ini isn't installed to the correct place the cap won't be correct.

no change for me?! I couldn't sign many star FA's after my first dynasty season?! I'm going with poor rokies and ruined roster remained from last season ?! Is there any other thing that I can do to solve this issue ?!

If you've already started a Dynasty with the default salary.ini file, then there's nothing you can do. The salary cap has already been set.
