These have been my observations while trying to get this game to run smoothly since 2k12. My specs are in my sig, they're not amazing but they aren't terrible either. These suggestions may be AMD specific, but I think they should apply to both AMD and Nvidia graphic cards.
-I have the same frame rate in 2k13 that I had in 2k12 but the stuttering I had last year seems to be fixed
-As mentioned before, in-game benchmark seems to broken - Use something else to check your frame rate or at least to compare too
-"Vsync always on" in CCC has no effect in-game
-In-game Vsync works fine but is reported incorrectly by the in-game benchmark - For me the IGB show 110fps with vsync off and 50-53fps with vsync on- Fraps correctly reports 60fps with vsync on
-Using AA settings in-game causes graphic issues - when using the AA setting in-game along with v-sync Fraps shows 60fps but the game seems to have an odd stutter like effect to it - Use CCC or NCP to force AA
-Messing with the config file does nothing for me but possibly mess things up

-If your going to use V-Sync use in-game

actually I'm getting 75FPS on fraps. didn't tried that in game benchmark. When I turn off V-Sync and MSAA in game I get 120FPS. but the game stutters a lot. any solution for this??
I forgot to tell you I've optimized Config.cfg to NBA 2K12's settings.

It's been like that for me since 2k11. I wonder if the benchmark starts before the game shows it, and then it starts averaging out. I used to see the benchmark slowly increase throughout its duration, that's why I think it might be counting frames before it shows it is.

You have a higher frame rate because I'm playing at a higher resolution than you (1920x1080) The rest of your questions I answered above...alan wrote:Recap:

Delete your modified config file, force AA in CCC and turn on vsync in game. This should hopefully equal smooth gameplay for you.

Both the game directory and the saves and cache directory. If that doesn't work, and 2k is installed on a drive that does not hasn't a page file, create a page file for that drive.

I have been playing on the Xbox360, and it has framerate issues as well. Anytime there is a close up of a player, checking replays, even the menu during games has frame issues. Don't be fooled. The gameplay has been 60 fps smooth for me, though. Your friend might have some feature enabled on his HDTV that smooths the game out making it look like 120 fps. I have a feature on my 120hz LG TV called Trumotion that interpolates frames and makes motion images incredibly smooth but can cause visual artifacts and controller input lag. It basically takes the 60 fps and turns it into 120 with some processing.
