Scanning from magazine

Question: I want to know on what settings do you use when scanning a picture from a magazine (Slam), so the file size isn't huge and the photo is the proper color bit for patching. I have tried but most of the time the face comes out very checked at low scanning, but at a higher setting the file is huge 15-20mb.
