How come the CPU doesn't foul a lot

The CPU doesn't foul a lot in live 2003, I only go to the free throw line once or twice in each game, how come???? I play the all star level.

i play all-star too, bumped up off and def fouls almost to top (1 or 2 notches down)
I get pretty good amount of shooting fouls, check this stats
