I think that baseball hitters not necessarily have to be genetically gifted to have those reflexes, but they're able to bring out the fast-twitch muslce fibers to be able to respond quicker to reflexes?

That is true in part, but you can only train reflexes up to a point defined by genetic predisposure, and no further. As for basketball, one can thrive at the game without being finely chiseled and being very much unable to dunk. Think John Stockton.
