Formula for great roster patch

A while back in november Rashanbar used this formula for a roster patch... it had the best gameplay..most realistic in every way. Can someone please take a clean NON tweaked updated roster and apply these changes to it and then send it to me? I would really appreciate it anyway here is rashanbars formula...
FGS: -20
3PT: -10
FTS: -2
DNK: - 10
STL: - 50
BLK: -40
PAS: +10
OFA: -2
DFA: +3
SPD: -10
JMP: -25
INS: -15
I've also lowered the primacy of every point guard (except Jason Kidd and Gary Payton) by 15.
It will give you pretty realistic stats on superstar...

where do you go in the game to make these edits
