Can anyone tell me what file controls the PA Announcers?

I have discovered that the PA announcers for Miami and Portland don't call TO's or say the players name after a made basket. So far, those are the only teams that do it. I also verified the integrity of the game files, and it's still not working. Anyone else notice this?

There are tons of PA audio files; they can't be modded (except to outright silence them); and there is no readily accessible control center for modding their behavior (i.e., which files trigger when). There's simply no solution to this problem on the community's end; 2K has to fix it. They probably won't though, so it is likely just a permanent bug in 2k22.
