I sorta solved it. If you use the latest version of Blender (2.93.4 or 5, I think), the Mesh Data Transfer plugin works fine and shows all the missing options. My problem though is that I thought I was limited to 2.79 or 2.80 for the NBA 2K Importer/Exporter tool, since I'd previously tried to install it on 2.93.4 or 5 and got an error message, whereas I got no error message with 2.80. After realizing that the Mesh Data Transfer plugin works as advertised in the newer Blender though, I decided to give the 2K Importer/Exporter another go in the newer Blender, and I was able to install it by (IIRC) extracting the contents of the "nba2k_tools" folder into the main Add-Ons folder directly, instead of being in the "nba2k_tools" folder. The error message that comes up if you install it per the instructions says that it can't find the *.json file in the Add-Ons folder, which... of course it can't, because it's in the subfolder, but for some reason it couldn't recognize that, so I thought I'll just put the plugin files in the folder Blender says it's looking in, and it worked.
Try that and let me know if it works. If it doesn't I'll revisit it and see if there's something else I forgot that I did. P.S. I was using the portable version of Blender 2.93.x (i.e., the *.zip file), not the version from the installer, though that may not matter.
