Change plays

Does anyone know how to create new plays in the plays.dbf file?
I tried to do it changing the values in CX, CY, PFX, PFY... in the HAWKS 1 play.
When I look at the play in the Offense Strategy changes are displayed, but when I use this play in game, the play isn't the one I created: players play as before I made the change, even if HAWKS 1 is displayed on the top of the screen.
Can anyone help me to made the changes effective?
